McNeil’s video of the February 19th traffic stop quickly spread online in July, showing the officer—identified as D. Bowers—smashing his window, striking him in the face, and dragging him to the ground. McNeil later shared the aftermath on Instagram, revealing a chipped tooth, stitches in his mouth, and a concussion. In his caption, he wrote, “I’m not mentally healed from this but I had to get the word out eventually.”
Why Were Charges Cleared For The Officer?
Despite the outcry, prosecutors concluded that Officer Bowers had not committed any crimes, citing bodycam footage that allegedly showed McNeil ignoring 12 lawful commands to exit the vehicle. The report also stated that the vehicle was parked at a location under surveillance for drug activity, and that after refusing to exit, McNeil locked his doors and asked to speak with a supervisor. When McNeil continued to ignore orders, the officer warned he would break the window—before following through, using force to detain him. The report also noted that drug paraphernalia and a large serrated knife were found at McNeil’s feet during the arrest.
